A new bill in Congress, called the Affordable Housing Credit Improvement Act of 2025, could help make housing more affordable across the U.S.—especially for renters and first-time buyers.
This bill has strong support from both Republicans and Democrats, which is rare these days. It’s designed to expand a program called the Low-Income Housing Tax Credit. That program helps developers build or preserve rental housing that’s affordable for people with lower incomes.
Here’s what the bill would do:
- Increase the amount of tax credits states can give out, which means more affordable housing projects can get funding.
- Remove some of the red tape that makes it harder to qualify for funding. (For example, right now developers have to finance at least 50% of a project with government bonds to qualify—this bill would lower that to 30%, making it easier to get projects started.)
- Make a previous increase in funding permanent. (In 2018, Congress allowed states to issue 12.5% more tax credits—but only for four years. This bill would make that higher amount permanent. For example, if a state could normally approve 1,000 affordable housing units a year, that boost might allow them to fund 1,125 instead—and keep doing so year after year.)
If this bill passes, it could help fund hundreds of thousands of affordable housing units over the next 10 years. That means more rental homes, less competition, and maybe even lower prices in some areas—which is good news for anyone trying to get into the housing market.
